Fix waitTableEnabled. Make it do what folks seem to be expecting it to do (it
is used in a few places). Previous it would return if the zk state was set to
enabled but the regions were not yet assigned. Make it so now table is enabled
AND regions are assigned. Add javadoc. In TestAccessControlFilter also close
a used table and in HCM, change variable name so it is clearer what
enable/disable internals are doing.
