Some questions on design doc.

bq. multiple namespaces can be part of the same region server group.
Can you elaborate a little bit ? From comment above: Internally we plan to do 
it using regionserver groups (one namespace per group).
I find the latter more intuitive.

bq. hbase ­ admin tables:­ROOT­, .META., ACLs
Would the group table from HBASE­6721 belong to the above namespace ?
