In interest in exposure via integration tests is independence from the maven 
for the target cluster's classpath. I want to be able to easily run some tests 
on a real cluster, hence exposure via Tool interface. I don't think HBASE-7840 
provides this isolation, but I'm prepared to be incorrect.
