HBaseConfTool looks like it could be handy for people who don't feel
comfortable digging into ruby/shell and don't have a configuration manager like
CM/Ambari.
If no one uses it, we should just delete it.
If we want to keep it around, clean it up to use the Tool interface,
GenericOptionParser, etc; change the interface audience to Public, maybe add
support for wild-card matching, or at least dumping the entire config; document
it in the book.
