Just one thing. I think this behaviour is purely usecase based. For us when
we were doing some indexing stuff we had one to one mapping with regions. So
we did not prefer and empty region to split.
Use a config to decide the behaviour? May be overkill. But fine with me if
you are ok Stack? Patch wise a +1.
