I suggest one of the following approaches:
1. Update the javadoc to indicate that bypass() will not work here. Remove the
logic that does the bypass at the hook site to insure bypass is not possible.
2. Modify the hook and the OfflineRegionResponse response so we can communicate
back to the caller that the offlining was ignored.
Probably option 1 is easiest.
Either one of these is fine, I'll remove my veto.
