I had visualized the tags being sorted inside the cell for fastest retrieval
possible - that would take priority out of consideration.
I imagine the layers pretty high in the stack (above HRegion) controlling the
tags before cells are added to the memstore/hlog. And then Filters becoming
tag-aware so Cells can be skipped at low levels of the read path.
Would we need a tag dictionary/registry of some sort to ensure that different
co-processors (or whatever) don't try to use the same tags?
