That solution makes sense to me. There does not seem to be an obvious reason to
have certain RegionServers with the codec and others without. Keeping track of
that is adding complexity without any clear benefit.
We should make sure, when this occurs, to communicate through the stack trace,
logs, and error messages the reason why the assignment failed (codec issue).
