In trunk and 0.94 branch, snapshot normally refers to HBASE-7290: online 
snapshot where master coordination is involved. An enhancement to be developed 
is the ability to retrieve records from a point in time snapshot without 
restoring the full table to that snapshot.

I understand the intent of this JIRA better from your description above.
