Talking with Jeffrey, SplitLogManager can provide hint to SplitLogWorker about
the average number of WAL files to be picked up by each worker.
SplitLogWorker would try to pick up WAL files according to this hint so that
SplitLogWorker can issue lease recovery request up front.
