Attachment: HBASE-5583_new_5_WIP_using_tableznode.patch
This patch _5 uses the table znode with new states that will be used in table
creation.
If you guys feel this is the best approach i can check out if this cause
anyother impact.
Also need to make the TesetcreateTableHandler to run reliably.
