I checked test output again. There was no balancer action earlier than
NotServingRegionException was encountered for region
821616a109dcc97ad7f037ae5b636aa2.
bq. Shouldn't admin.split() retry?
We would retry in the next iteration of the loop (on a newly selected region).
Or do you mean something else ?
