This issue comes up most likely in some unit test cases since real cluster
rarely has just one region server up. I am fine with not doing this in 0.94 too.
However, the patch looks good to me. Ram, what do you think? [~rajesh23], any
special consideration you'd like it to be fixed in 0.94?
