All three test clases:
org.apache.hadoop.hbase.constraint.TestConstraint
org.apache.hadoop.hbase.master.TestTableLockManager
org.apache.hadoop.hbase.mapreduce.TestHFileOutputFormat
pass locally and seem to be flapping for unrelated reasons.
