One thing that we need to think about is that HDFS-3429 is only committed to
Hadoop2. Under Hadoop-1, non-local reads will still cause seeks for checksum,
and hbase will redo the checksum. One option is to live with it, since we
expect majority of the hfile reads to be local. The other option might be to
only enable this by default under Hadoop2+.
