I think you misunderstand the setting. That's the case that Anoop needs where
the deferred log flusher is disabled completely. In the case we also do not
honor the table's settings, but flush everything synchronously, since otherwise
it will never get flushed. In that case the RegionServer will log a warning on
startup.
