[~jmhsieh], not sure I fully got the conclusion here. Is the conclusion here 
that we wait until a Hadoop release with HDFS-347 happens and then fix this 
issue; disable SCR for the unit tests until then? Looking at your last comment, 
it seems the problem won't happen in real deployments where all RegionServers 
run as the same user and HDFS is configured to allow that user for SCR (which 
is the most typical deployment scenario).

I am trying to see if we can move this out of the 0.95.x list.
