I like this looks of this patch, [~enis]. I noticed this:

In mind of establishing the working directory, MR jobs working with HFiles 
should have something similar. Ie, the partitions file used by 
{{HFileOutputFormat}} really shouldn't assume tmp (see this 
[comment|https://issues.apache.org/jira/browse/HBASE-4285?focusedCommentId=13620294&page=com.atlassian.jira.plugin.system.issuetabpanels:comment-tabpanel#comment-13620294]),
 and I'll need a working directory to implement HBASE-8073. It would be nice to 
consolidate this concept into a single user-configured place. Separate JIRA?
