Attaching patch for peers interface. The three major changes in this are:
- Added ReplicationPeers interface and ReplicationPeersZKImpl.
- Added an init() method to interfaces. Initialization tasks involving
zookeeper are now done in an init method instead of in the implementation class
constructors.
- Added a test for ReplicationPeersInterface.
