Attachment: hbase-8462_v1.patch
Attaching a patch, which basically throws IllegalArgumentException from Scan,
Put, and Delete. Note that KeyValue should still allow negative timestamps,
otherwise a cluster containing negative timestamps will not be able to operate.
Please review carefully.
