So, [~sershe], so you have been running your cluster for six months and you
have to shut it down. On restart, you want to regions assigned to the servers
they had been running on the last 6 months because their data will be at these
nodes. The stochastic load balancer looks at what is in hdfs and tries to put
regions where they have high locality but it will probably rarely do as well as
current mechanism which has us try to put a region back at its old location
(and we know the old location because we left it as the server on cluster
shutdown up in meta table).
