In M_ZK_REGION_OFFLINE case region should be assigned in any case whether 
target server is online or not instead of waiting for TM.
So removed unnecessary checks while processing M_ZK_REGION_OFFLINE node and 
directly calling assign through ClosedRegionHandler.
