[~jerryhe]again, better move the discussion to the list...
To been able to restore you must have the files on the cluster...
otherwise you're introducing the ability to run hbase with files everywhere on 
different filesystems.

so, you've to copy the files from your backup cluster and do the restore.
...and that's exactly what I've described above ExportSnapshot + restore

If you want to add a tool or extend the shell command do to this two operations 
feel free to do that. I agree that for the user it will look simpler have a 
single command than two.
