I think this should block the next set of releases. The outage is a good
illustration of how if people.apache.org personal web hosting policy ever
changes suddenly all (?) of our releases over the past year will no longer
build. Should have a better foundation. We should either move to
released/standard versions of junit and surefire or put our modified versions
in a place like clojars. No need to make the priority blocker here though we
can address that during RC voting.
