We have that: "hbase.hstore.time.to.purge.deletes". That was added for 
replication, which can issue Deletes out of order.

Also the patch has this in it:

This requires to actually store the memstoreTS of all KV in all HFiles 
(currently except for the newest files the memstoreTS is dropped from the
