If you take it as a main memory block cache, it is used to decrease CMS and
heap fragment by GC rather than improve the performance.
So it is not appropriate for the scenario where the block cache hit ratio is
high (e.g. >= 80%).
In other scenarios, its performance should be near with or a little higher than
the LruBlockCache's.
