I tried that.  It fixes the other tests, but breaks encryption_drop_table.q 
that I'm adding in this jira.  with the change you suggest DROP TABLE doesn't 
generate an error...  I'm investigating why.

[~Ferd], can you explain why you made this mod to QTestUtil?
