[~ashutoshc], could you review? This fixes an issue with usage of timezone
information in DruidSerDe. As the SerDe is being initialized differently than
other SerDes, time zone information was not being transferred to column types.
This issue is only present in Hive3, since it has to do with new 'timestamp
with local time zone' type.
