I envision a setup like this:

hive/standalone-metastore/common - all the code that's needed by both, the 
generated thrift code, MetastoreConf, probably utils

hive/standalone-metastore/client - code needed just on the client side

hive/standalone-metastore/server - everything else.

So client and server should both depend on common but not on each other.
