[Spark 2.3.0|https://spark.apache.org/releases/spark-release-2-3-0.html] has
now been officially released. Latest patch adds a dependency on the published
2.3.0 artifacts. Hive QA tests look good. [~lirui], [~xuefuz] could you review?
