[~ashutoshc]/[~ekoifman] can some please review this patch? This creates a new
top level streaming module and copied code from hcatalog streaming API. Also
deprecated the org.apache.hive.hcatalog.streaming package altogether. This will
be the base patch for other subtasks in HIVE-19205
