[~ashutoshc], Owen suggested in ORC-341 to create a boolean {{useUTC}} in
{{TimestampColumnVector}}. Then, stringify would print the timestamp with UTC
or system time zone depending on that boolean. It seems like a good idea, I
will explore it and update this issue accordingly.
