TestPermsGrp: HCatCli.main cleanup SessionState which might result "Persistence
Manager closed" error. Change it to use a separate process
TestHCatPartitionPublish, TestHCatMultiOutputFormat: both failed with a table
not found exception. I cannot think of a reason of that, and all recent run
does not have this failure. Will keep a close eye on it.
Also I do find in TestHCatPartitionPublish, wait 10s is no longer needed since
the test will wait until metastore available, so remove it in patch.
