As a side comment, as part of this I fixed issues where the short version of
Hive name hadn't been updated to 3.1. Also discovered that the wrong version
of upgrade.order files were being used in tests and in the binary distribution
and fixed that as well. This doesn't affect 3.0 as the two sets were identical
in that release.
