[~thejas] can you take a look? Mostly I think the behavior with failed tez app 
is by design, we don't want to wait for it to start in close().
However, it's possible to check cancellation before returning and try to close 
it again in background, maybe that will narrow down the window where it will 
show up as failed a bit.
