This allocates write ID for set location and update columns operations.
I also added a test for most alter table operations to make sure they don't run
into the check.
There are no new enum values - the old enum values are a hack, I just added the
comments notifying future generations that they are a hack... I added the
comments while verifying all kinds of operations and seeing what enum values
map to what.
