Description:
1. Add tests which will use the background thread for updating the cached data
(database, table, partition, table stats, partition stats)
2. Add more tests for existing APIs: stats aggregation, listing partitions when
partial specs are provided, testing the storage descriptor
caching/deduplication (specially when tables/ptns are dropped/added)
3. Test 1. in a multithreaded scenario
