[~alangates] [~hyukjin.kwon] We'd better fix HIVE-21536 because the default
value of Hive 1.2's {{hive.metastore.disallow.incompatible.col.type.changes}}
is false.
I have tested branch-2.3 with HIVE-21639 and HIVE-21536 many times.
