Currently

 does not provide a way to return a create table timestamp and many other 
information from the Table. Calling IMetastore.getTable() isn't an atomic 
operation and can be slightly racy.

By having a variant of IMetastoreClient.createTable() that returns a populated 
Table, we can make this operation atomic and avoid any race condition.
