[~pvary] could you check patch 2? I introduced a way for MetastoreUtils to wait
until the background threads are scheduled. This is not 100% bulletproof for
every use case, because it is only waits until the threads are scheduled, does
not wait for the initial delays, but for this testsuite I set the delays to 1
ms. This way the test does not have guess how much to sleep.
