### What changes were proposed in this pull request?
Return the output row resolver of an udtf when generating the select clause
of the Calcite plan instead of null.
### Why are the changes needed?
The row Resolver is required several case. One of the is when checking
whether the specified column index falls into the correct range when generating
the order by operator of a values query.
### Does this PR introduce _any_ user-facing change?
Values queries don't fail with exception but provides a result when order by
is specified with column indexes.
### How was this patch tested?
