As far as I understand the check for incorrectly formatted pom.xml files has
been introduced with HIVE-25944. If the precommit run for HIVE-25750 was before
the change was merged to master then it makes sense that you didn't see it
before. Moreover, I think the check for incorrect format is only done in CI so
the build will never fail locally.
