Description:
Some properties in HiveConf or MetastoreConf don't use at all, it's better to
clean up them:
* hive.metastore.initial.metadata.count.enabled
* metastore.initial.metadata.count.enabled
become noop from HIVE-17307;
* hive.timedout.txn.reaper.start
* metastore.acid.housekeeper.start
taken away from HIVE-17812.
