I'm a bit confused with this PR (sorry, I think I missed some context):
originally, Jira says "Backport of
[HIVE-23073](https://issues.apache.org/jira/browse/HIVE-23073) and
[HIVE-24138](https://issues.apache.org/jira/browse/HIVE-24138)", where
HIVE-24138 is clearly about removing the relocation for instance, and I cannot
see it now in this PR, so what's the scope here?
