To best of my knowledge NOTIFICATION_LOG is mostly used for Hive Replication & 
for some Impala use cases, both doesn't seem to have any particular advantage 
for this. Would be curious to know where is this gonna help? It might be cheap 
to put extra operations into the Notification Logs, but it isn't free so we 
should have some use case which justifies that.

Hive-3.x is EOL, no releases there, shouldn't be committing to that branch
