For the record, in order to "fix" the RELEASE_NOTES.txt there will be a PR that
will trigger a CI run. Somebody has to prepare the PR and somebody else must
verify and approve it. Once it gets approved and merged in branch-4.1 there
will be another CI run. Weighting pros and cons for this and future releases I
would basically drop the file and stop bothering but do as you feel :)
