Before HIVE-27746, AlterPartitionMessage used to have beforePartition and 
afterPartition, by looking at both the objects, clients like Impala will 
determine what really changed in AlterPartitionEvent and decide whether to 
update table metadata, file metadata e.t.c.

After HIVE-27746, AlterPartitionsMessage now only has afterParitions objects. 
So Impala now has no way to determine what really changed in partitions. It 
would be nice for HMS to help determine what changed by:
1) Maybe precompute the partitions that really changed and append the names of 
the partition names in the event message (OR)

2) Add a flag in the event message indicating that the particular partition 
needs to beĀ  refreshed in Impala's cache.
