Summary: Separate out thread pools from the housekeeping tasks

We have two types of housekeeping tasks, i.e, the always task and the remote
task. They are running upon different types of electors. If one loss the
leadership, it will shut down the shared thread pool. which makes another one
cann't submit the housekeeping tasks to this closed pool.
