Description:
For historical reasons, we have many variants of ASL license headers. This
often causes new files to have irregular headers, because contributors
typically copy and paste existing headers, and extra burden and CI attempts are
required.

Mostly, the error message for 「 *
http://www.apache.org/licenses/LICENSE-2.0」 is too confusing for newbies to
infer what's wrong; Although our template requires 5 spaces, it is not
specified well on Sonar Cloud.
