TRUNCATE operation on transactional tables doesn't generate entries in the
TXN_WRITE_NOTIFICATION_LOG table, so getAllWriteEventInfo() returns nothing
about truncate operations. We should consider adding truncates here so
consumers of the notification events can correctly process the truncate
operation when receiving the COMMIT_TXN event.
